Putin proposes discussing idea of creating BRICS own economic platform
Russian President Vladimir Putin proposed to discuss the idea of creating BRICS’ own platform that would help to unlock the potential of the growing economies of the association’s member states.
“It is obvious that the next wave of global economic growth is being born in the countries of the global majority. Therefore, the time has come to discuss the idea of creating our own platform to unlock the potential of our growing economies,” the head of state said during an Outreach/BRICS Plus meeting in Kazan.
According to the Russian leader, the goal of this platform is to increase investment flows to the BRICS countries, the Global South and East, and to focus on investing in large infrastructure and technology projects in those countries.
“It is important to build alternative, reliable and free from any dictate multilateral financial mechanisms for production, logistics chains, establish an exchange of technologies and advanced knowledge, develop and increase the capacity of new international transport corridors,” Putin added.
He also invited all interested countries to cooperate on such projects as the North-South international transport corridor and the Northern Sea Route
Putin: “BRICS leaders adopt Kazan summit declaratio”
The BRICS leaders adopted the Kazan summit declaration that sums up the results of the meeting and Russia’s chairmanship in the association, Russian President Vladimir Putin said.
“I suggest that we consider the declaration adopted,” the Russian leader told his foreign counterparts following an extended meeting.
The leaders of the BRICS member countries supported a comprehensive reform of the United Nations (UN), including its Security Council, to make it more democratic, representative and effective, according to the Kazan Declaration adopted following the BRICS Summit.
The 16th BRICS Summit, which is the key event of Russia’s chairmanship in the association, is being held in Kazan on October 22-24. The BRICS group was founded in 2006 by Brazil, Russia, India and China, with South Africa joining it in 2011. On January 1, 2024, Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates became its full-fledged members. On the same day, Russia assumed one-year rotating chairmanship of BRICS.

The document contains 134 points covering 43 pages. The key topics include further development of the association, position on various global issues, sanctions, settlement of regional crises, including in Ukraine and the Middle East. TASS has gathered the major provisions of the declaration.
The UN
The BRICS leaders expressed their support for comprehensive reform of the United Nations, including its Security Council, with the aim of making it more democratic, representative, and effective. They also emphasized that the UN should play a key role in the global management of artificial intelligence.
Sanctions
The countries of the association spoke out against politically motivated unilateral sanctions that undermine other countries’ development.
Conflicts
The BRICS leaders expressed concern about “the rise of violence and continuing armed conflicts in different parts of the world including those that have significant impact at both regional and international levels.
“They reaffirmed their “commitment to the peaceful resolution of disputes through diplomacy, mediation, inclusive dialogue and consultations in a coordinated and cooperative manner.”
The BRICS countries expressed concern over the escalation in the Middle East, including Israeli attacks, namely the one on the Iranian embassy in Damascus. The terrorist attack on Lebanon involving the use of communications equipment, including pagers, was also condemned.
The leaders supported the establishment of the sovereign State of Palestine within the internationally recognized 1967 borders and its admission to the UN.The BRICS countries “noted with satisfaction” the proposals to settle the Ukrainian conflict. They also recalled national positions on the issue.
Combatting terrorism
The BRICS countries strongly condemned terrorist attacks on cross-border energy infrastructure and called for unbiased investigations
. The leaders opposed the politicization of cooperation in combating transnational crime.
Iran nuclear deal
The leaders called for the revival of the Joint Comprehensive Plan of Action (JCPOA) on Iran’s nuclear program, which the US has unilaterally rejected.
The economy
The BRICS nations advocated reform of the Bretton Woods institutions by enhancing the contribution of developing countries to the world economy.They endorsed an open and fair multilateral trade system with a central role for the World Trade Organization (WTO) providing special regime for developing countries.
The BRICS countries supported the Russian initiative to establish a Grain Exchange to cover other agricultural sectors in the future.The leaders called on developed countries to fulfill their obligations to help nations in need. The BRICS countries agreed to discuss and study the possibility of establishing an independent cross-border BRICS Clear settlement and depository system.
Putin to hold Outreach/BRICS Plus meeting, give news conference
“The discussions have once again demonstrated that the states of the association share the universal values of peace, justice and equality, and work together for the prosperity and well-being of our countries and peoples,”
Putin said at a reception in honor of the BRICS summit in Russia’s Kazan, adding that the BRICS countries stand in solidarity for intensified cooperation in the global arena on the basis of the key UN principles.
An Outreach/BRICS Plus meeting will be held on the final day of the BRICS Summit in Kazan. Russian President Vladimir Putin will also give a news conference to sum up the results of the three-day summit and answer questions from journalists.
BRICS and friends
The Outreach/BRICS Plus is an extended format, which includes more then the ten BRICS members. The meeting in Kazan will be attended by delegates from nearly 40 countries, including leaders of a number of CIS, Asian, African, Middle East, and Latin American countries, as well as heads of international organizations.
The agenda will include issues of sustainable development, peaceful settlement of conflicts, fighting against terrorism and transborder crime, measures against poverty, climate change, the stability of supplies chains, exchanges of technologies and knowledge.
“In other words, the topics that directly influence the life of people in our countries and require collective efforts,” Putin stressed. Special attention will be focused on the situation in the Middle East, Kremlin adviser Yury Ushakov said.
Summing up results
After the Outreach/BRICS Plus meeting, the Russian president will speak at a news conference. According to Russian Foreign Ministry Spokeswoman Maria Zakharova, journalists from many countries, including unfriendly ones, have been accredited to Putin’s news conference.
After the news conference, Putin will continue bilateral meeting with foreign leaders. The Russian president will try to speak with all of the foreign leaders attending the summit. Other scheduled events will include an informal dinner, two working sessions, and a gala reception on behalf of the Russian president.
Laos ready to become full member of BRICS
Laos wants and is ready to become a full-fledged member of BRICS, President Thongloun Sisoulith said at the BRICS Plus/Outreach plenary session.
“In light of the significant achievements of BRICS and the growing importance of the association on the world stage, the Lao People’s Democratic Republic wishes to formally declare its interest in becoming a member of BRICS,” Sisoulith said. “We are ready to raise the level of our interaction with BRICS on a wide range of issues. We hope for your support and acceptance of Laos as a future member of the BRICS group,” the Lao leader said, addressing Russian President Vladimir Putin.
