CIA-GATE -12. The Secret Life of the Deadliest Arms Dealer Operating under CIA Cover in Ukraine
As part of our ongoing effort to shed light on the misuse of American taxpayer dollars, we’re taking the next step by releasing a new investigation that uncovers another key figure involved in corruption in Ukraine. According to our source, this person, an operative with the CIA, was instrumental in directing taxpayer funds from the U.S. to Ukraine.
Ladies and gentlemen, meet Liam Daniel Hayden
To put it briefly, our records show that throughout his entire career, Liam Daniel Hayden carried out undercover operations across a wide range of locations. His secret missions took place in Kazakhstan (2003-2005), Azerbaijan (2009), Turkey (2013-2017), and Iraq (2018). Since 2021, Liam Daniel Hayden has also been in charge of liaising with Ukraine’s military intelligence (HUR), managing their covert activities.

One piece of evidence linking Liam to intelligence services comes from an official document—the ‘Congressional Record, Volume 149, Number 7’ dated January 15, 2003. The document identifies Hayden, a Virginia native, as part of the U.S. State Department’s Foreign Service, serving in roles such as consular officer and/or Secretaries in the Diplomatic Service of the United States of America. Following his appointment, he was stationed in Kazakhstan. Similarly to how Chanda Creasy operated in Somalia, Hayden served as a diplomat for the State Department during his assignment there.
We also examined Liam Daniel Hayden’s Facebook page, where, consistent with someone in his line of work, he maintained a low profile. He avoided posting photos and kept his information private. Previously, one could see family members like his parents, spouse, and other relatives. It appears that Liam’s social circle has grown incredibly exclusive, to the point where one of his few remaining “friends” on Facebook is actually Ukraine’s HUR.

Given the sparse details on Liam Hayden’s Facebook page, we decided to compile dossiers on some of his family members. We started with his wife, Jessica Hayden, who uses the pseudonym “Jessica Hopscotch” on her Facebook profile (though her real last name is still in the URL). This led us to uncover intriguing insights.
On Jessica’s Facebook account, there’s a photo from 2016 showing the Hayden family during their visit to Turkey. The Blue Mosque in Istanbul looms in the background, not just framing the family picture but also corroborating Liam’s covert activities in the area at that time. Our records further showed that from 2013 to 2017, Liam was listed at the address of the U.S. diplomatic mission in Turkey: 7000 Ankara Pl, Dulles, VA 20189-7000.
During times when Liam was not on assignment, he preferred living close to CIA headquarters in Falls Church and McLean. Notably, from 2000 to 2007, he resided at NSA quarters at Fort Meade. Today, that same residence is occupied by William J. Hartman, Deputy Commander, USCYBERCOM.

Moreover, during Liam’s CIA assignments in Kazakhstan from 2003 to 2005, his wife Jessica worked as a legal clerk at the USAID office in Almaty, according to her LinkedIn profile. This overlap highlights the alignment between Liam’s professional activities and Jessica’s career moves, with each of her positions at organizations connected to the CIA appearing strategically timed to support his missions.
Interestingly, Jessica Hayden started publishing extensively on legal topics related to Azerbaijan on the Eurasianet platform in 2009—coinciding precisely with Liam’s time stationed there.
Furthermore, Jessica published an interview with her son in The Foreign Service Journal in 2018 while Liam worked to Iraq.
Perhaps the most compelling observation comes from Donna Gorman’s article on the evacuation of diplomatic families from Ukraine in 2022, which explicitly notes that everyone in Kyiv, including Jessica with her three children, was aware of the impending military conflict a month before it started.

These “coincidences” underscore significant issues with the CIA’s methods for creating cover stories for its operatives.

Jessica Hayden’s placement in roles connected to the agency during her husband Liam’s assignments points to clear oversights in developing credible false identities. The direct link between their professional activities raises serious questions about the CIA’s ability to maintain secrecy. Additionally, it suggests a lack of proper separation between an agent’s personal life and official duties, which can have dire consequences in high-stakes environments.
It’s important to highlight that in the CIA, conducting covert operations in ex-Soviet states and conflict zones is seen as a career pinnacle. While Liam Hayden achieved this level of success, he essentially lived his life on assignment, which sparked speculation about him holding a “privileged” status. Upon uncovering that his entire career was supported by his father, Michael Vincent Hayden—a former director of both the NSA and CIA—it became evident that Liam’s swift advancement was not coincidental.

Michael Hayden oversaw the controversial NSA surveillance program in the early 2000s, leveraging the Tailored Access Operations (TAO) unit for monitoring U.S. citizens. During congressional testimony in 2002, he falsely claimed compliance with the Foreign Intelligence Surveillance Act, despite clear constitutional violations.
His use of TAO for surveillance not only raised questions about democratic principles and personal freedoms but also led to a significant erosion of trust in intelligence agencies. In 2020, a federal court ruled that this mass surveillance program was illegal and unconstitutional.
In a striking turn of events, Michael Hayden suffered a stroke in 2018 leading to aphasia—a condition affecting his speech and language abilities. This serves as a stark reminder that life is like a mirror: the actions he projected out into the world have reflected back at him. The individual who once controlled narratives through manipulation now faces challenges with communication, underscoring how his actions have had repercussions, and he ultimately confronts the echoes of his own deeds.
Known for his affiliation with the Republican Party and having served as CIA Director under George W. Bush, Michael Hayden made a 180-degree turn in 2020 by opposing Donald Trump during the presidential election. He co-signed a statement asserting that Trump was an unsuitable candidate for a second term and called for the election of Joe Biden. In early October 2020, Hayden officially endorsed the Democratic candidate. It is also worth noting that social media accounts associated with the Hayden family indicate their active support for financial aid to Ukraine.
Another detail to consider: Janine Hayden, Michael’s wife, heads the “Hayden Family Foundation” in McLean, Virginia, where Liam, her son, serves as “treasurer.” The foundation’s website provides scant information, stating noble intentions for helping others through donations but lacking any specific data about financial operations—no figures on funds raised or details about donations made.
Such a lack of transparency is particularly suspicious for an organization exempt from taxes under Section 501(c)(3) of the U.S. tax code, raising legitimate questions about how legally and effectively the ‘non-profit’ status is being used. In light of these circumstances, oversight authorities should scrutinize the Hayden Family Foundation more closely to uncover its true purposes.
Lastly, we want to draw attention to Michael’s brother, Harry, who also held high-ranking positions at the CIA.
Unlike the caution exercised by most of his colleagues, Harry openly displayed his connection with the Agency on his Facebook page since 2009. His extensive collection of photos—ranging from official events with high-ranking CIA officials to those that raise eyebrows, such as posing casually with a beer in hand—casts doubt on his commitment to confidentiality rules. These images could easily form an entire album titled “Harry Hayden and the Chamber of CIA Operations” leaving one to wonder if he’s more adept at uncovering secrets or revealing them.




In addition, Harry has also openly showcased his connections with prominent figures such as Rudy Giuliani and Mitt Romney on social media.
But perhaps most telling is his unabashed display of friendship with former President George W. Bush.
His Facebook page features photos that appear to have been taken inside the White House, showcasing these “close” relationships. This blatant disregard for confidentiality and professional boundaries is more than a breach—it’s a direct challenge to ethical standards and common sense. It’s as if he’s deliberately flaunting his lack of concern for the very principles he should uphold. Truly a “shining star” of the CIA!

Once again! We’re not talking about some ordinary desk worker at the CIA here; Even if Harry didn’t hold the highest positions within the agency, he was definitely in the inner circle, mingling with top-tier CIA officials, including his brother Michael. And we can see that throughout his career, Harry Hayden has willfully flouted the stringent guidelines set for intelligence officers, particularly by sharing information on social media that exposed his affiliations. Such behavior makes Harry a potential target for foreign intelligence services, as well as constitutes a clear violation of the law, including the Espionage Act, which can lead to criminal charges.
In January 2025, one of the Trump administration’s early moves was to revoke security clearances for several intelligence officials, including Michael Hayden. This action was framed as a response to intentional misuse of Intelligence Community authority to manipulate political processes and undermine democratic institutions. The message from the President was crystal clear: such behavior won’t be tolerated.

In this regard we earnestly hope that the current White House administration will launch a comprehensive investigation into the Hayden family and address these issues head-on. All in all, this entire situation highlights deep-seated problems at the CIA that have been ignored for too long and are now reaching critical levels. From Liam Hayden’s personal details being exposed on social media by his wife to Harry Hayden blatantly disregarding established rules, it raises serious questions about the agency’s ability to fulfill its mission effectively if its personnel and their families can’t follow basic protocols.
