Thus ended the analysis published on 30 April 2021 by The Soufan Center (TSC), an independent non-profit center that offers research, analysis and strategic dialogue on global security challenges and foreign policy issues, with particular attention to anti-terrorism, violent extremism, armed conflict and the rule of law.
TSC was founded in 2017 by Ali Soufan, an FBI special agent who investigated complex cases of international terrorism, including the attacks on the East African embassy, the attack on the USS Cole and 9/11 events. He was the author of the New York Times top-10 bestselling book The Black Banners: The Inside Story of 9/11 and the War Against al-Qaeda (2011), winner of the 2012 Ridenhour Book Prize.
1 – SOUFAN CENTER ALARM ON TALEBAN-AL QAEDA TIES
The Soufan Center, in the article entitled “IntelBrief: 10 years after the death of bin Laden: what is the current state of Al-Qaeda?” written in the run-up to May 2, the tenth anniversary of the (alleged) killing of Osama Bin Laden, the wealthy Saudi Arab founder and leader of Al Qaeda, he made an easy prediction confirmed, after the fall of Kabul into the hands of the Taliban, by the Russian President Vladimir Putin’s alarm on the infiltration of terrorists among Afghan migrants but above all by the discovery of the first refugee connected with ISIS, made a few hours ago at the Us Air Foce air base in Al Udeid in Qatar which is welcoming the evacuated from Kabul waiting to be sorted into other military forts in the US.

Chilling is another analysis by the Soufan Center, published in a subsequent article dated August 20, 2021 after the fall of the Kabul government: «Despite U.S. pressure during last year’s peace talks in Doha, the Taliban avoided making any promise to deny space to al-Qaeda in the future. This stance was also echoed in an Afghan television network’s recent interview with Taliban senior leader Amir Khan Muttaqi. When asked about the group’s future policies regarding al-Qaeda, Muttaqi said that the Taliban will never create enmity with al-Qaeda on behalf of the U.S. The Afghan Taliban central spokesman, Zabihullah Mujahid, also stated in an interview with an Afghan news channel that the Doha deal does not put any obligations on the Taliban for cutting ties with al-Qaeda. According to Mujahid, the only Taliban promise is that it will not let anyone use the Afghan soil against the U.S. and its allies».
